The Secretariat General of the Supreme Council for Planning and Development (GS-SCPD), is a government institution, formerly called the ministry of planning. It operates in accordance with the Law No 307 of 2007, which stipulates its mandate to design and manage the country’s developmental strategic planning. According to its terms of reference, GSSCPD is responsible for the preparation and follow up of national development plans, in addition to serving as a research center. It is specialized in the design and management of development strategic plans, programs and projects and related public policies, in cooperation with stakeholders, as well as the coordination with government institutions, the private sector and the civil society organizations for achieving economic and social development. The GS-SCPD is charged with the task of supporting and strengthening cooperation with other government agencies in creating and maintain an empowering and enabling environment to help realize “New Kuwait 2035” vision of H.H. the Amir of Kuwait, as well as the development of its institutional capacity, improving human capabilities and efficiency of its national personnel.
The GSSCPD has implemented a strategy to monitor and evaluate its operations in order to enhance strategic planning, addressing change management and improving organizational structure. GS-SCPD is the national strategic partner of the UNDP country office in Kuwait, operating within the framework of technical assistance to support GSSCPD to create an enabling environment to achieve the desired results of the national development plan, by sharing and transferring of knowledge and international expertise on development.
The GSSCPD’s primary functions include, for example but are not limited to: developing the national medium and long term development plans and the annual development, supporting the process of implementation, monitoring and evaluation of the national development plan, developing project management indicators, as well as designing, coordinating, implementing and monitoring the national development agenda and contributing to the training and development of national personnel in macroeconomic modelling, forecasting and demographic studies, urban planning and financial planning and others.
There are four research and development centers that report directly to the GS-SCPD’s Secretary General: Kuwait Public Policy Center (KPPC), National Center for Development Research (NCDR), National Knowledge Economy Center (NKEC) and the National Sustainable Development Center (NSDC).
